Yeah we will never see it in-game i know...but i just had a (so i think) nice idea of a Galaxy Class refit. I am not good with rendering stuff but I have a pretty cool picture in my head
Galaxy Class Refit/Heavy Frontline Reconnaissance Cruiser
Take the Galaxy X and put a Nebula Class Style Sensor Pod on the Engineering Hull instead of the third Warp Nacelle. Stretch the Ship a bit to make it more 2409-ish looking. Swap the Phaser Lance Ability to a special Weapon only mountable on this Ship.
Science Ship
Hull: 34.000
turn: 9
Shield: 1.15
Sensor Abillities
Has a special Forward Phaser Lance Weapon. Does massive one-shot Damage but draws exsessive Weapon Power and has long recharge - (does DPS round about like a normal phaser dual beam).
This ship could be slottet between the Nebula (advanced research vessel) and the more agile vesta, as a slower more cruiser-like tanky ship.

It is an interesting idea, but I agree with you it probably will not appear in game.

Ok that over and done with, as much as your idea intrigues me, I would recommend trashing it. I honestly don't see a place for that kind of ship in game, regardless of it's chances of appearing. Now if you could add on more info, like perhaps like BOff setup, consoles, etc, then I could give a better judgment, but going off of just what you said, I would have to give a resounding no.
Well the Nebula has less than my suggested 34.000 (and the Vesta is goind to be made out of tin foil), that makes no sense either but somehow i had to stuck with STOs Cruiser/Sci/Escort scheme and thought Sci would be best fitting because of the Sensor Pod, so it cant have 40.000+ for balancing reasons
I am not going to suggest BOFF Layout etc I just wanted to share my Idea and give some basic thought to make it understandable maybe someone at cryptic finds the concept as intriguing as i do, and tinkers something for the future.
