I'd rather have the higher dilithium cost per item than have to run twice as many STFs tbh. I feel like I just got shoes for Christmas.
By the time you're T5 Omega Rep, chances are you have run hundreds of STFs. 30-60 more really gonna break your enjoyment? If you hate STFs, you stopped LONG before you unlocked Mk XII gear.
There is also the issue of how many projects before Tier 5 require BNPs. I seriously doubt the 2k XP projects will require any. Chances are that people will have lots of BNP by the time they reach Tier 5 assuming they just play the Elite STFs. Besides assuming you are playing just ISE for the easy 60 OM and 1 BNP, then it takes 25 STFs to get the Mk XII STF ground set for 1500 OM and 25 BNP with 5 BNP left to obtain and it takes 50 STFs to get the Mk XII STF space set for the 3000 OM and 30 BNP with an excess of 20 BNP. It should take less STFs if you are doing more difficult Elite STFs. If IGE gives the same as ISE, then there is something seriously wrong.

That 30-60 more pretty much assumes you're going for all the sets.
If you're just going for one set, it's 15 more Elites.
The new system really seems to assume you can (and may want to) spend most of your time back in Normals. Which is refreshing for people who like to PuG.
In the new system, if I'm reading this right (and I admit potential for error in advance), you need to do maybe around 165 total Elite STFs, EVER. (More for BOs, obviously. But until BOs can use active power set bonuses, I'd rather put BOs in Jem'Hadar gear, which will benefit them more with its two piece passive, and some good Fleet armor.) Your choice of Elite STFs. You would want to get all the optionals somewhere in those runs. (Concession: I have no clue if the additional costume projects cost processors.)
Beyond that, the only reason to run Elite is for dilithium farming... and there's less need to if you don't want all the gear sets. Or if you don't care about all the optionals.
By and large, I think you'd be perfectly fine in the new system running Normals every day and just running 30 Elites for the ground gear set of your choice. Nothing about Mk XII space gear screams MUST HAVE to me. You can only wear one costume at a time on the ground.
