Embassy Basic Recruitment Provision gives wrong provisions

The embassy assignment "Basic RECRUITMENT Provision" on the embassy rewards DIPLOMACY personal requisition provisioning. Considering the name of that assignment that seems to be a bug to me as i would have expected recruitment provisions not diplomacy ones from a recruitment assignment.
