Playable Web Generator-Possible bug

Have been tribble testing this weekend and noticed something odd. My character flies an Orb Weaver and wanted to see how it would test out against NPC Tholian ships. As it turned out I got to meet another Orb Weaver. I got webbed. Was kind of expecting this, but after it collapsed when I went to web him...
My generator's button was not lit.
I went through several other combats on slow approaches, and in all of them I could not web any tholian ships. Unless this is a feature, it's a whopper of a bug.
If it *is* a feature, frankly it's an odd one. Either neither ship (Playable or unplayable) should be able to web each other, or they both should. The latter would be far mor interesting.
