I would like help on choosing what equipment to install on my ships to make them resilient but powerful at the same time in Special Task Forces and Season 6 Space Missions such as the 20 Player Fleet Alert.
For my Bridge Officers what weapons and equipment would be the best for increasing the amount of damage they can give out but take at the same time in Episode missions.
For my Character who does a lot of ground action what would be best to equip him with to make him resilient and powerful at the same time in PvP and PvE Ground events.

If you want to make your ships more effective, one thing you could do that will make a difference is to stop mixing and matching your weapon types - rainbow cruisers may look pretty, but they aren't effective, here's why;
Consoles that boost one specific energy type give a much bigger boost than consoles which boost any energy type for a specific weapon
By sticking to one energy type, and using the appropriate console for that energy type you immediately gain performance - a mk XI DEM rare console gives a 17.5% boost, a mk XI rare [energy specific] console gives 26.2% bonus - the more tactical consoles you have available, the bigger the performance gap becomes.
If you are short of EC, check prices on the exchange for different weapon types - I recently outfitted an advanced escort with a full set of very rare MK XI plasma weapons + four rare plasma tactical consoles on a very limited budget - plasma wasn't my first choice of energy type, but it allowed me to make an effective build for PvE on a limited budget.
And then replay the appropriate missions to get the equipment of your choice(good for beam arrays, as they can be very expensive on the exchange).
The following are really good information resources on effective ship builds and principles, and although they are primarily aimed at PvP, they are easily adapted for effective PvE builds that will make your ships easier to fly and more effective in combat.
Builds can be improved by captain skill points, bridge officer abilities, active duty officers, and equipment selection - it can seem a bit daunting at first, but you can evolve your ships over time as your understanding improves.
