difficulty with project chrysalis

Specifically, assignment 4 "Detach Personnel for Training of Chrysalis Volunteers".

I know that it's a "development" assignment and that it's "Rare". I also know that the possible locations are Beta Ursae, Alpha Trianguli and Zeta Andromedae, but I've been all over Cardassian space, checking assignments in the "current sector" tab, "personal" tab and even under the "Operations" tab under Department heads.

I think that I've been looking for almost a week and a half solid now with no luck. What gives?

    You're not the only one. Been sitting on that one for a month or two. Supposed to be in the Beta Ursa sectors & surrounding areas, but I can never get this mission to pop up on my Sector Assignments or through the Operations officer. So what gives?

    Be more persistant. I searched for it for a long time and eventually it appeared.
    Also don't just visit 3 global sectors, visit nebulas/expanses you colonized (I hope) and DS9 which also offer more assignments.

    Found it today after 3 weeks of constant searching with 2 KDF toons.

    I'd been flying around with the commodities in my inventory in preparation, but nothing appeared for weeks. Then it showed up for one of them, but I'd used the incense for another project, so had to get some from my account bank to cover it.

    Rushed out to the same spot with my other KDF toon, and nothing. I thought it might be because I had the commodities ready, so stowed them in my account bank. Very next doff cycle, it shows up!

    Maybe it's a fluke, but I'd searched at least 2-3 times with this toon every day (all 3 zones, Current and Ops, sometimes even the nebulas) for 3 weeks, and the first time I tried it without the goods on me (just in case it made a difference) it spawns.
