High yeild 3

Can anyone tell me how to get high yeild 3 for my tac officer. I relized that only 1 of my boffs has this ability and I have been trying to find this ability to add it to other boffs but no luck can anyone help with this.

    Your tac can train the boff that skill once you've specced 6 points into projectile weapons iirc.
