I prefer the poloron procage by its self so I can get more out of it.

Not sure what you mean here. The polaron proc chance is the same on the polarized disruptors as on regular polarons, you just trade the 3rd weapon modifier for the second proc.

srry im sick meant to say I prefer an extra modifier not proc, also if u think about it yes u do get 3 proc chance, 2.5 out of 100 for disruptor, 2.5 out of 100 for polaron and if they both hit its still a 5% out of 200%, to me I'd rather have the extra ACC mod then just 2 acc.

Yea, if you have the EC to burn and cost isn't an issue, I'd take the extra [acc] mod over the extra proc. However, for the budget constained, [acc]x2 polarized disruptor DHCs have been selling for not much more than standard [acc]x2 DHCs. In that price range its more like trading off the extra proc against say [dmg] for the 3rd mod, or maybe [CrtH/D] if you're lucky, but certain not a 3rd [acc] mod.

Yeah I've heard that many times and have tested it many times but I find Dps goes to TRIBBLE with no torp up front and all DHC's. I get better results from 3 Dhc's and a torp up front.

What kind of BOff layout were you using in those situations with 4 DHCs?
right now I have 2 torp purple borg doffs a purple TT1 doff purple evasive man. doff and a purple crew regen rate doff. I can't seem to find any purple cannon doffs and i'm not paying the outrageous prices for them on the exchange.

Although your assessement of this is probably correct, in theory, knowing Cryptic's stats and how they 'normally work', by observing the stats of the weapons especially in the tooltip, it states the 2.5% chance two times.
In cryptic means, and thats how most other procs work, if they are seperately listed like the 2 proc weapons,
2.5% Chance to debuff targets hull for 15 seconds
2.5% Chance to drain targets subsystems for 5 seconds
Should normally indicate they could proc seperately, or it would simply state
2.5% Chance to debuff targets hull AND drain target subsystems for 5/15 seconds lol

I can understand completely your reservations about running RSP but that's pretty much your best slot due to the dangling Ens. Eng. There aren't really any other options at that level.
Not sure where your getting the 3rd team ability I'm already running two copies of EPTS 1 and 2 and I'm not sure about RSP now since it shares a cool down with EPTS now. Actually I'm using the Mobus Destroyer and running 3 Ap mags Mk XI blues and the subspace jumper in tact. In Science I'm running 3 Blue Mk XI Field Gens and Borg Console in Eng I'm running two Blue Mk XI Neutrium Alloys. I've tried DEM and didn't see any noticible increase in Damage when using it so I tossed it for APTSIF2.

EPtS's shared cooldown with RSP and ES is being removed in a future patch, so no need to worry about that.
I'd suggest you replace the Subspace Jump console with another Antiproton Mag Regulator, and replace the second Neutronium Alloy with an RCS console.
Also, I wouldn't think the Polarized Disruptors would outperform these Antiproton weapons since they are Dmgx2 which really is worthless in PvP.
