Nerve Pinch and Mind Meld

I created a Vulcan character for STO and gave it the abilities Nerve Pinch and Mind Meld, but whenever I'm on the ground and want to use them they're always gray and I can't...
Is there something I have to do to unlock it or something?

    I have a Vulcan who has those on the ground, and you have to be within a short distance of your enemy to use them. Can't be nerve pinching from 10 meters away now or anything.

    But if you are within melee distance, more or less, and they still don't work, it could be a bug.

    You have to be within melee distance to be able to use those abilities. I think the maximum distance is around 3 meters game scale. When you get close enough, the power icons will be become active.
