If they have no skill points in Power Insulators, that is correct.
Critter NPCs generally run with no special skill-based resistance, and all power levels at 50. They'll be easier to knock offline than a player, generally speaking.

To be fair, they made STF's just as easy before this most recent change. Seriously, watching my brother's Vor'cha hit two Spheres and three probes on KA with his Polaron cannons and turrets and just freeze them all in place was ridiculous. That you could do that to players with just a little bit of luck is the problem, and shooting other players is why we're here, right?
Its how they have worked since the last fix over a month ago... accept that the procs would stack. This is a good change.
True... I like to canon-ize my ships with things like energy types would be really nice if we had like a dominion playable or breen playable or both to get the right feel for using them.
I guess i'll have to settle for my Lethean Mercenary in a Jem Hadar lockbox ship lol.
This one is no nerf... Polarons are still a ton better then they where before the changes. Back before you left. They are just not stupidly OP as they where after this last change.
I honestly took my polarons off after the last major change cause they where pretty much pure cheese... although I have still been using them in no win. lmao
I am glad I will be able to put my polarons back on and not feel guilty.
You know, I just can't keep up anylonger with all the CHANGES, buffs, and subsequent nerfs to the buffs they just put in. I didn't even realise that pols were CHANGED since I went over to TOR, to be honest. I haven't ran excel sheets again like I used to do (when I had to find some argument to BRJ's well thought out, fully tested, and documented arguments lol) So......, this is another in the long line of FaW type CHANGES in which they tried to "fix" something broken and made it severly OP. Another exersice in futility. Add something just to take it all away at a later date, the SOE....., uhhhhh, Cryptic way. And, really, if they're taking something away, even if they just put it live, it ends up being a NERF no matter if some1 believes it's a "good" NERF or not.
I fully understand your reasoning. Same reason I don't PVP anylonger in even the fleet patrol escort. It's just too easy. All the added damage, nerfs to defense/healing, and things just melt all the while runing the same resists as the 4 eng slot crusiers do. Keep a eng bat/run/Omega up so you can get the flock out of dodge if some1 tries to focus you. No team co-ordination anylonger, just call targets and melt.
I starting to believe this is another major colusion to get us to the C-Store. lol CHANGE this or that weapon, get us to make the FOTM CHANGE, NERF the 1st CHANGES, make something else OP, get the next FoTM CHANGE, all the while needing more bank slots to store all these weapons we have so much invested in and simply do not want to "recycle". Solution? C-store for more bank slots, of course. Besides that, 3 months from now, they'll "fix" everything again making whatever is now the cycle into something new and improved and maybe just maybe our "old" weapons/equipment will be fashionable again.
I believe I'd rather have 1 weapon, 1 shield, 1 engine, 1 deflector for everyone rather than this cycle. At least some1 could actualy make the case for "skill" then rather than just the current FoTM.
Its less potent than what we have now. Routinely I completely drain ships that have 100+ power in a given subsystem, down to 0 just with my lolaron procs alone.
I wonder when they are going to buff the UI so it works as it was intended like around season 1.2. It is quite annoying yo fire off skills and find out they did not fire off as your are reduced to a smoking hull. It would be nice to fire torps and actually see them launch.
