Im new to STO and im still stuck with a light cruiser. I want a regular cruiser soon because im finding that I barely have the firepower to take an orion cruiser. Also the shields seem to disappear half way through a battle, I cant do the mission "hide and seek". Any tips on how to get a cruiser fast, or how to make mine better.

On the offense, use high weapon power setting. On defense, use high shield and aux power setting or even high engine and shield as to withdraw.
Time torpedo weapons to hit the hull whenever possiable. Also, focus you weapons on a single shield facing as much as possiable. Learn to do these things well, and the game will be much easier for you later.
EDIT: So what I am saying is, a new ship wont really help you. Learn the fundamentals first!
Use your two beam arrays to broadside to strip shields, then swing around to fire torpedoes at the exposed hull. For your Miranda's officer skills, probably High Yield Torpedo 1, Emergency Power To Shields 1, and Hazard Emitters 1 (its a good hull heal and debuff clearer). When you upgrade to a medium cruiser, carry two Emergency To Shields 1 and make sure one of them is always on. Broadsiding and cycling Emergency To Shields is Cruiser Combat 101.
On top of power settings BOFF skills matter too. I recommend the following setup for levels 1-10:
If the enemy is barely tickling your shields, here is an offensive setup:
100 power to weapons
Tac: Beam Fire at Will 1
Eng: Emergency Power to Weapons 1
Sci: Transfer Shield Strength
If the enemy is taking you down fast, here is a defensive setup:
100 power to weapons
Tac: Beam Fire at Will 1
Eng: Emergency Power to Shields 1
Sci: Hazard Emitters 1
I go with the first setup, but it may just be that I'm using all Uncommon Mk II gear.
Note: you don't have to buy new BOFFs to get these abilities.
The funny thing about the first few missions of the game (any before grade 10) are stupidly hard to lose in terms of space combat so just play with different setups and strategies and find out what works for you. Of the games free cruisers the light cruiser has by far the best turn rate so if you are planning to go down the cruiser route don't get used to it however for science and escorts do get used to it

Stick two dual heavy cannons and a turret onto the light cruiser, that'll make short work of pretty much anything at that level (take it as a taster of what escorts are like when it comes to firepower). Just put your weapons on autofire, point your ship at the enemy and a second or so later it'll be dead.
Also make sure you've got weapon power set to 100 and have a engineer bridge officer with emergency power to shields.

The previous posters' advice is all good (the game starts everyone with balanced power levels, and everyone should immediately switch to max weapons power).
I'd also suggest that in the early levels of this game, most of your killing power is going to be with torpedoes. Equip one up front, and a torpedo enhancing BOff skill. This is reduced at max level, but that's a separate question.
I think with your added attack power you'll kill things faster, you won't need to worry about defense as much. In any event, if you have room for Emergency Power to Shields with an Engineer BOff, that will help keep you alive. Keep this skill active as much as possible.

Higher level = more/stronger skills, more abilities, better ships, stronger equipment.
Better ships = more/better bridge officer skills.
It can make a huge difference.
