This message is to the Devs... I really need some help here understanding this logic and what exactly throughout the entire development process was on your minds as it related to these uniforms.
I wanted to create this thread to focus on specific issues with the uniforms and not to be merged or overtake the other thread which is mainly about the uniform design etc.
In the Season 6 trailer... along with numerous mentions throughout various media, Cryptic has touted new uniforms which are unlocked *BY THE FLEET STARBASE CONSTRUCTION PROJECTS, yet in what the player community is feeling as a blatant slap in the face they simply show up as another Dilithium/Fleet credit sink... not an actual reward for reaching X amount of progress.
If it weren't bad enough that one must purchase them from the tailor... YOU HAVE TO DO IT FOR EACH CHARACTER! And here is where this is really... and I am sorry... stupid. You can't even set these new "Fleet" uniforms as "Fleet Uniforms" because again you have to throw your Credits and Dilithium at them and therefor they are deemed "LOCKABLE ITEMS" that cannot be saved as fleet uniforms.
So hear me out: As a fleet you build a starbase, you build each component to it, you throw your resources together to do this. As a fleet you hit tier 1, tier 2, tier 3, and as a fleet you unlock a tailor on you "Fleet Starbase". This tailor that you as a fleet have worked to unlock gives you a new uniform... but its not a fleet uniform, therefore you have worked as a group to get the *right to buy* an individual item that doesn't promote fleet unity. Yeah, that makes a lot of sense because the whole idea of starbases (aside from the massive cash generation for PWE) was to promote and help build the fleets... the only thing that has kept this game alive through the dark ages.
I'm sorry but I do NOT understand what is going on here. This is something that should have been awarded for free to Fleets that have reached level 3 completion.. jeez cryptic give us something. And to not be able to set and use it as a fleet uniform is just a slap in the face that I do not understand.
So, Brandon, DStahl, someone... please help me, my fleet... and all the other fleets out there that I have spoken with understand what this is about.
You could have stopped at "massive cash generation for PWE" for an answer to your question. I mean seriously... You are not daft so you KNOW that is your answer correct?

By default, everything from January 2012 forward is for the sole purpose of PWE and cash generation, from the gambling to the massive cash sinks that are the Starbases themselves.
Once you accept that and move past it, the fundamental lifeline of PWE... Cryptic and the game is from these Fleets. You must give to get and this IMO is a massive missed opportunity to try to show that they are looking out for the players.
I have been in this game since the beginning as have many others.. and many of us that have been around for that long.. took the gamble and purchased lifetimes feel that this has been a co-op... the players and the Devs... providing feedback, helping correct issues unforeseen, watching the game grow and giving them direction on where to take it to keep us playing and keep them employed, feeding their families and paying bills. Dstahl shot me on QoNos one day lol and to those of you who have been here long enough... remember when the Borg or Romulans or Klingons would invade Earth Spacedock? Or the many other instances where we interacted with Devs pulling late hours? We had an interactable relationship.
But when something so miniscule as this is done at the massive disappointment to the players there is a collective sigh and the feeling that where 2 years ago there was this tight connection and a sense of community between the players and Devs, they are becoming more disconnected.... just names of faceless automatons that just give us our pellet... shove out whatever and we no longer have a choice or say... or feel that they really care for the people that had their backs all along anymore.
That really saddens us. Especially the players that stayed throughout 2011 and the Fleets that survived that because they believed the Devs were in our corner and we in theirs and that there was a light at the end of the tunnel. We made it through but now its just a take, take, take relationship.... and this is a beautiful example. I have my opinion as to why this was done (the obvious) but I want to hear from a Dev about how this was to benefit Fleets as that is the in-game purpose of building said starbases.

I concur. The fact that they are demanding team play without rewarding it, is not only just silly, but I have left a fleet over it.

I agree with you 100% there... Only the fleet mark missions actually promote team play. If you do them very well together not only can you get more marks but if all of you are in the same fleet you can literally multiply the rewards. Aside from that though, everything is random or personal glory.
To the OP: I DO feel your pain in regards to the Devs... Even if Cryptic has frustrated me in the past I did feel like the Devs were still connected to the players and were working within their limitations to do the best they could do. They put in the effort, they talked to the players, they played the game, and they tried to make every cent you put into the game feel like it was well spent. They could not get everything they wanted or do everything you wanted but you could FEEL and SEE the efforts.
However... Then I saw PWE swoop in and being familiar with them from before I knew that those days were going to be a thing of the past. They always try to hide away the Devs from the public, shut down communication, and ultimately streamline their games into Online Gambling rings while ignoring and often slapping their old loyal players in the face. So imagine my utter and complete lack of surprise when STO slowly started going down the same path. The only thing that DID surprise me is that Tribble stayed open (because they tend not to like that sort of thing) but the rest of the "Good Ol' Days" rather you liked them or not are gone and will likely stay gone.

How about in STFs when your team is efficient enough to get the Optional that everyone is rewarded with goodies equally instead of having it be another lottery? How about a special reward at the end for completing the entire thing without a single person dying (a reward for everyone).
How about for Fleet Events everyone gets the Trophy for their hard work?
How about for Starbase Construction when you unlock various goodies for the Fleet everyone can simply enjoy them instead of having to grind up ADDITIONAL Dilithium? Fleet Creds is fine as a way to ensure participation but that extra is a blatant sink and cash grab. How about we do the above with the fleet uniform? etc... etc..
Making people work for a special fleet uniform that can't actually be used as the fleet uniform is something I'd expect to come from the bad guys in a Police Academy movie.

That involves some tech that doesn't exist.
Okay. So if I leave a fleet, what happens to the costume?
It's not possible to take away a costume unlock from someone.
It's not possible to limit a uniform unlock to certain slots.
Even if those two were the case:
Say I have the costume in my fleet slot. I leave the fleet. I join another fleet. That costume is still showing up in my fleet costume slot even though my new fleet hasn't earned it.
And the thing is, this uniform can be had in just a few hours of currency grinding and requires no personal contribution to your fleet to get it.
16k dilithium is, at WORST, 10 or so hours, for anyone participating in the dilithium economy. Likelier around 2-3. Or around 100 Cryptic Points in the store.
And the Fleet Credit side of the cost can be had in about an hour.
This is the cheapest costume in the game.
It's only expensive if you see the work of getting to Tier 3 as part of the cost. And nobody needs to do that to get this uniform.
Incidentally, it's NOT how I would have awarded it.
I would have had the tailor offer it "for free" to anyone who has 50k Lifetime Fleet Credits, which means you have loyalty to your fleet (since Lifetime resets to 0 if you swap) and access to a T3 Starbase.
Then the next costume would require 100k Lifetime Fleet Credits and a T4 starbase.
The one after that would require having 200k and a T5 starbase.
You wouldn't be spending Lifetime Fleet Credits (which act as your "high score") and you'd keep the costume once you earn it but the option would require HAVING 50k LFC and access to a T3 Starbase.

They don't have the "tech" to do a simple IF/THEN check? Well, if that's the case they maybe should have considered that people would be kind of put out by not being able to use the fleet uniform they worked to get as their fleet uniform.
It's a cop-out to say they don't have the tech. They make the tech. If they don't have the ability to make the uniform you get from starbases a fleet uniform then they should have waited to introduce it until they did.
Edit: And isn't denying the use of certain abilities depending on where you are similar to denying the use of the fleet uniform unlock if you're not in a fleet with that project completed? That's an IF/THEN check, right? Or close enough to work for fleet uniforms. I'm not buying the "tech" excuse. Sorry.

I don't on either my Fed or KDF toons. We're T2 on Fed and um, embryonic on KDF. I'll make sure to let my Fed fleeties know how the uniforms work. They'll be as disappointed as I am.

Yes, they do have the tech, anyone that grabbed the Vedek Robes that were put into the tailor a month before they hit the Cstore knows that. When the issue was fixed you still had the robes if you had put them into a costume slot but as soon as you went to edit them they disappeared.
The amount you pay is negligible. This has been discussed also. I want to know why you unlock a fleet uniform that you can't set as a fleet uniform.. plain and simple. The costs, not being account based... not even being opened as a fleet item although other things have been like the lower level starbase buffs and such.... will follow after a Dev can answer my main question.

That's not easier. That requires a programmer.
Fleet uniforms are just an ordinary uniform slot. There's nothing allowing them to have different costumes or be set by other people and while the slot may be lost when you're fleetless, it's contents are not lost.
That would require programmers. To the best of my knowledge, STO doesn't have those.
By and large, they have artists and they have content teams and systems designers who plug in numbers. And none of them should be touching the code. And the code really isn't supposed to be touched all that much aside from limited use during season updates and some maintenance... and if you do this, you're going to have to intentionally leave known bugs in the game.

Depending on how many characters you have, you will need more than 10 hours to actually get 16K REFINED Dilithium. So keep that in mind.
Also the underlined part of your quote is blatantly false and illogical. SOMEONE has to do that in order for ANYONE to get that uniform. So indeed that could be considered part of its cost as well as the tailor. Also what business does a "Fleet Uniform" have not being a "Fleet Uniform"?

Look since they changed to the new "z" store I have not bought anything that my 400 credit a month cant get me. Yet! I have a brand new fleet Defiant! As good as the cstore one that I would of had to pay real money for. I also have the Oddy Uniform even thou I had no Zstore money because of the Racing uniform. How I get those over priced modules? Exchange;) 5 mill each:) So no kids you don?t need real money;) I spent 20 mil today on keys! Not a dime of real money.
Nothing too amazing here, just be thankful you didn't have to spend that 16k per character for a fleet uniform lockbox with a 15% chance of getting the uniform.
Both uniform have the basic description which leads me to believe there is a more advanced version coming at a higher tier.
when i got the odyssey uniform, and gave it my own colour scheme i actually quite liked it. its a bit similar to the cadet uniform which is my only complaint but i actually like the look of it.
i also got the klingon one which looks much much better in my opinion.
I was very disappointed when I learned this; that it costs money to unlock, that it can be set as a fleet uniform.
I was really hoping to give my fleet some new options on our Fleet Uniform instead of the very bland basic stuff we've been stuck with since launch, but I can't even do that cause it's a "locked part".
Tbh even if it wasn't, I still don't know if we'd use it. I was hopping for a variety of choices, not just 1 new uniform. That uniform is going to be used by so many fleets, it'd be impossible to create an identity that's unique to your fleet.

So in all friendliness: I fully support the OP request an I, like many in this thread and probably many more who are in their Fleet Bases and asking themselfes "What was the reasoning behind that?", would really like to read some kind of dev comment towards exacly this question:
Dear Cryptic, what was the reasoning behind the fleet uniform? What it stands for together with how to get to the point to have it selectable is the polar opposite of how fleets can or rather cannot use that. I do not even belive for a second that you Devs yourself agree that this is the way it is intended. Was it a hickup in the internal information flow? Or a bug? If it indeed was intentional, please at least explain the reasoning behind it. It obviously upset lot of us, your players.

Why can we not set the Fleet Unlock uniform as a Fleet uniform?

Actually, an easier way to do it would be to have it be as a fleet uniform option, and if someone wants to use it, then they just need to hit the use fleet uniform button. :P
That's not easier. That requires a programmer.
Fleet uniforms are just an ordinary uniform slot. There's nothing allowing them to have different costumes or be set by other people and while the slot may be lost when you're fleetless, it's contents are not lost.
That would require programmers. To the best of my knowledge, STO doesn't have those.
By and large, they have artists and they have content teams and systems designers who plug in numbers. And none of them should be touching the code. And the code really isn't supposed to be touched all that much aside from limited use during season updates and some maintenance... and if you do this, you're going to have to intentionally leave known bugs in the game.
I could probably program that in a week (including QA).

Just as far as PWE tells them to; Which, based on past experience, will be all the way.
Depending on how many characters you have, you will need more than 10 hours to actually get 16K REFINED Dilithium. So keep that in mind.
Also the underlined part of your quote is blatantly false and illogical. SOMEONE has to do that in order for ANYONE to get that uniform. So indeed that could be considered part of its cost as well as the tailor. Also what business does a "Fleet Uniform" have not being a "Fleet Uniform"?

Look since they changed to the new "z" store I have not bought anything that my 400 credit a month cant get me. Yet! I have a brand new fleet Defiant! As good as the cstore one that I would of had to pay real money for. I also have the Oddy Uniform even thou I had no Zstore money because of the Racing uniform. How I get those over priced modules? Exchange;) 5 mill each:) So no kids you don?t need real money;) I spent 20 mil today on keys! Not a dime of real money.
Both uniform have the basic description which leads me to believe there is a more advanced version coming at a higher tier.
when i got the odyssey uniform, and gave it my own colour scheme i actually quite liked it. its a bit similar to the cadet uniform which is my only complaint but i actually like the look of it.
i also got the klingon one which looks much much better in my opinion.

I was really hoping to give my fleet some new options on our Fleet Uniform instead of the very bland basic stuff we've been stuck with since launch, but I can't even do that cause it's a "locked part".
Tbh even if it wasn't, I still don't know if we'd use it. I was hopping for a variety of choices, not just 1 new uniform. That uniform is going to be used by so many fleets, it'd be impossible to create an identity that's unique to your fleet.

So in all friendliness: I fully support the OP request an I, like many in this thread and probably many more who are in their Fleet Bases and asking themselfes "What was the reasoning behind that?", would really like to read some kind of dev comment towards exacly this question:
Dear Cryptic, what was the reasoning behind the fleet uniform? What it stands for together with how to get to the point to have it selectable is the polar opposite of how fleets can or rather cannot use that. I do not even belive for a second that you Devs yourself agree that this is the way it is intended. Was it a hickup in the internal information flow? Or a bug? If it indeed was intentional, please at least explain the reasoning behind it. It obviously upset lot of us, your players.
