Help&Support option Tab Library a new idea for newb

I reasontly came back on and notest that when looking into the fleet development window to see what i can do and how i to do this i came to a conclusion .
How do i know what does and where do i need to get it ?
Then by browsing me interface of STO , i notest we had a library which explains some things about weapons ships parts and such .
But i notest also that it it missed something , and that was info on how the fleet development for a new fleet group to be done .
I wondered why is this only explaining about basics , and not anything else about things We newbs ( yes although many think i am the only one ) , do not have access from the interface in game to a library that explains more in detail what some things are and what it is used for .
Anyways would it be a good idea to further evolve this library idea , and come with something that acts or works like real information interface within the game that explains these and all other sort of things .
The idea was of mine is just some basic edition from the developers which would make such a help based interface explaining how fleet progression development would work and how to acquirer things needed for building your own fleet space-station .
I had another idea but i think that would be to much , something which could be kept on record in game by the player through requests when placing library record topic .
