Simple problem really. "Success" for this doff assignment requires a security doff (assault squad officer), despite the category restricting it to tactical doffs.

I have no idea why they've assigned specific DOffs for success at all, considering there's no chance of failure. It seems completely meaningless. Only the traits matter for critical success.
And as far as I can tell, the recommended DOffs for these CXP -> FM assignments are always horrible choices. It's always better to go to the complete list and choose a DOff with good traits. Whatever standards they're using for the suggestions, they could use some improvements.
I always choose a duff that does not match the suxxess criteria, butt instead only the crit suxxess ones, that way you get the highest crit chance, sumfin like 30% if you're lucky.

The suggestions are for the best chance of Success, which in this case is bad, so don't even think about following the suggestions.
