I would have to say the most useless ability I would have to say isPhotonics Officer. Specially since DOFFs can do more for you. Way to long of a cool down. I can put another skill there and have it back up 2or3 times before PO comes off cooldown. Better to have an additional heal or tracker beam over this skill.
I will only say with using the skill alone as if you link some skills they become more useful.
Photonic fleet. Most of the time I use it in combat it seems to forget to do more then the initial effect. I mean even when I'm targeted by multiple ships. I think some missions are set so it will not work in them.
Scramble sensors. Too often even when you build for it, it is only good for one shot, not the whole what 10 seconds it says.
Shockwave. Nothing like maxing for it and seeing it do 100 pts to a fighter, and not even push it back.
And what is going on with Target sub systems, For a while I was getting decent use even with just the level one on a sci ship, now it never seems to work.
Biased on personal use and situational, others surely will have different thoughts.
I blame my not being able to even go into the game for being in here........
Abandon Ship for sure. I don't think I've ever used it or even wanted to use it.
I actually just used this, believe it or not, against Borg [Spheres, or maybe it was a Cube]...it had absolutely no affect on them - and I was right on top of them, too.

not true. i have seen science ships own the flagship battlegroups in enemy encounters, then the same ship lose because PF was on cooldown. the ships do two very important things, they take fire off you and they add DPS. not a terribly high amount but they do.
Personally never used emergency power to Auxilery myself- don't really care for aux power, but as I start to get deeper into the PVP game I may change my mind.

Yeah... Not the best signiture, but it's my first time using an advanced image editing program, so... woo!
In my experience, speaking as a cruiser captain, i think the most useless power is Directed Energy Modulation.
In PvP it does way to little bleedthrough damage, which is just too easy to be negated by the enemy player. In PvE the bleedthrough damage just a joke. Anyway this power is not nearly worthy enough to waste a Lt. Engineering slot.
If anything they should make it more powerfuly and make it aready availlable to ensign BOFFs, instead of starting it at Lt.

Sweeping strikes are WAY better than any melee weapon or martial arts, un-trained you do at least 90ish damage per hit, trained that goes up to like 120. Actually put on gear that helps and improves melee, the number becomes like 150 damage per swing.
Then get 3x Purple Security Doffs with the improved melee crit/crit dam and you've got some serious butt kicking (literally) power. Using 2x Tosks for the 30% knockdown is overkill :P
I generally crit every other hit for around 400+ damage, I crit on exploits with lunge for well over 1000.

Photonic Fleet is very useful, ummm. I don't know where to begin, but it's summoning in a ton of ships to help you? That (even if they do sucky damage, which they don't) alone is enough to make it a great power.
Even in elite space STF this power shines... If you run a Sci, play around with it again. Maybe you had a bad experience.

I say that there are great skills, but put into bad groupings (kit wise). For example, Stealth module is great (ok, it could use some work) but it would work better in close combat.
Otherwise, I'd say flat out that motion accelerator is lame. Mainly because of the CD, lower the CD to something reasonable, and it'd be a good skill... Why is it a 3 min recharge? Dev foolishness.
The 300 Day Vet fireworks device. No matter how much you use it in combat you get nothing more then a chuckle at best.

Repulsor beams are the reason I want to be able to shoot my own teammates. I can't tell you how many times I've charged up all my tac buffs to go after a boss mob only to have some screwball push it out of weapons range. All the while the mission timer is counting down tick...tick...tick.
Perhaps we should retitle the Thread to 'Most Useless New Player/Skill' combinations. My choices would be as follows:
Top Ten Newbie Skill Usage in Elite STF's
10.) Gravitic Anchor applied to Gate
9.) Mines deployed 10 KM from targets.
8.) Turret Fabrication behind cover shield (a personal favourite)
7.) Spontaneous Eject Warp Plasma when you see any target, anywhere.

Yeah this. The fact that it does some DoT is a bonus, the main reason you roll with one is for tanking. Debuffing their energy weapons damage gives you some time to heal up and let cool downs happen.
Is an integral part of how I can single handily tank an elite tac cube in a cruiser and not die.

I solo tank the tac cube in ISE regularly and very rarely have trouble surviving.
I don't use Aceton beam.
Tried it out here and there since launch, but always felt it was unnecessary. Usually use Extend3 or SIF3.
Just my 2 cents though.

No one's said Boarding Party or Feedback Pulse? I was PVP sparring with a friend, seeing how he could improve his ship. He kept throwing both at me. With 2 TT's boarding parties were neutralized almost instantly, and the pulse did so little damage as to not even register.
The power than annoys me most? Tractor Beam Repulsors, for sure. I get a great shot lined up, APA, APB, CRF, Fire one my mark, and get ready to unleash purple cannon death, and just when I get ready to hit the fire button.... *whoosh* a repulsor pushes the target out of range, or at that odd 46% elevation where I can't target it.
Aceton Beam isn't good for damaging an enemy, but it's awesome for keeping an enemy from damaging you. It reduces their energy weapon damage by at least 50% (for AB1). It's great for boss fights.
Hmm... interesting, I'll have to keep that one in mind.
Maybe I'm missing something but tachyon beam 1 seems to do nothing to someone's shields, not knock them out (or at least down) like it's supposed to, not really target shield subsystem (the tactical ability that target their shields)
Even a granny using a walker can get out of Gravity Well. Blah.
Possibly, but the Negh'vars and Borg Spheres that I mess with regularly in STFs can't. If you spec into it, and with enough Aux, G-Well is awesome in PvE - it's just a shame that it's so impotent in PvP.
I use BOIII on my Fleet Excel and have critted for 50k on targets. IMO it outshines torps because of its instant hit ability since it does not have to travel.

In the past I would say this was a useless skill. Now with Tech Doffs *I use 3 purples* I can take a 30% chunk out of ALL my BO timers each time I use it. At the same time I am adding 20-30 points of power into everything giving me increased shield resist/recharge faster turn rates and more weapons power if only for 10 seconds. I used to carry 2 of these but I found that I needed more hull heals so I opted for Eng Team III when shields are gone and hull is going 10k hull is nice to have. Its also a great heal for others when I am not getting my own TRIBBLE shot up.

Aceton Beam is a decent skill. It's meant for tanking. It gimps a targets damage for an extended period and seems to generate a lot of aggro.

with fleet deflector + po1 you get the 1min ct skills (gw,vm...) down to 45sec. it is nice battle mod. and at pvp you get more heals too.
