Well, since we have little on this issue and it seems we have no word if and when any method to differentiate them from other DOFFs on the exchange is being pursued, I attempted to make a complete list of the afflicted DOFFs. Notice this list may be incomplete (I only bought 500 Fleet DOFFs), if you see any errors or have any others please feel free to post them.

Like I said, I haven't encountered this, but if I did, I would very upset w/ECs spent and Doffs traded.

Been playing STO since Open Beta, and have never regarded anything as worse than 'meh', if only due to personal standards.
At the time of the OP, there had been only silence. So much that Borticus actually apologized for it.

And there really should be a game-wide announcement about it in the bulletins. This is affecting a lot of people and one obscure dev message isn't significant nor is its limited scope appropriate.

Also realize everyone not all Specs. occur for Fleet DOFFs. Fleet DOFFs should only represent the specs that have additional/alternate Buffs. a.k.a the Reinforcements Pack DOFFs. The original intention of Fleet DOFFs was therefore most likely to provide an alternate mechanism for obtaining these DOFF abilities as a reward for participating in the DOFF system. Not as a supplement to Fleet Project slotting. That was most likely an unintended, yet beneficial side-effect they may have tried to rectify. Thus there are NO FLEET SENSORS OFFICERS.
If the change was intended to close the hole for dilithium and CXP generation because it was feared an exploit, I have posted in numerous places why this was a fallacy and a knee-jerk reaction. So if I can turn 1,000 fleet doffs into 75,000 dilithium...I still need 10 character days to refine that. What it meant is I could play the game at my own pace for 10 days before having to worry about grinding dilithium. In addition, even if I sent that to 10 characterd and did it in one day, it would mean I would have spent 500,000 Fleet Credits and would have to grind away at the fleet system more to get that amount again.
Point is, it was an uncessesary knee-jerk fix to a beneficial side-effect. Both the Fleet System (Time and magnitude and diversity of other resource inputs) and Dilithium System (Cap on daily refinement levels, cap on maximum refined and unrefined dilithium amounts)have buffers in place for this already. This just needlessly broke the system.
Revert the change and let the players play the game!!
Might I be able to persuade you to sticky this and remove "Federation" from the title since I have added the Klingon Counterparts???

Hmmm...this brings up a good point I could test tonight. I am going to test buying one from the exchange that is known not to slot in Starbase Projects, then try to slot it.
Perhaps for some unknwon codeing reason putting it up on the exchange, then buying it clears the no-use flag.
Has anyone tested this? Even further, has anyone tested sending one in the mail to an alt and trying it?
If either of those work, then the change really has no effect whatsoever and caused far more issues than it solved.
I have confirmed the problem with a few of the fleet doffs on the list via purchasing from the Exchange. They will not work on the Starbase Projects.
I have not tried mailing them to myself, I refuse to go thru those hoops for a stupid patch where tribble testing feedback was ignored.

If that is indeed true it's a useful bit of info, at least for picking safe ones. There are, however, many non-fleet doffs with only 2 attributes so it's yet another imperfect solution.
