Help with Phalanx Science Ship Build

I have recently bought the Phalanx Science ship (KDF) from the Zen Store and has pondered over the question are there any builds for this ship ?

I know it does not pack a punch although it does come with a Universal Console which can be fitted on any KDF vessel, I would gladly appreciate any help as how to best utilize the shop/or console - http://www.stowiki.org/Phalanx_Science_Vessel
