Find it interesting they got awful quiet about the Fleet DOFFs after the outrage of telling us they are working as intended. I guess it is time to start a discussion in the Duty Officer section of the forum now (if it isn't already there) since this is probably live now.
I submitted multiple bug reports, and many others have submitted bug reports on this issue.
We've been given boilerplate responses that amount "sorry, nothing we can do for you."
So while the SB DOFF changes are majorly frustrating and poorly conceived - I'm glad this issue at least finally has a bit of attention.

i want a "kick douche bag from stf" button was in a stf last week and some nut wouldnt respawn outside boss room for 15 mins because we didnt kill boss 1st time

Fleet Mark Boosts are now available for purchase on Fleet Starbases!
Visit your Operations Quartermaster to find the items for sale on your store.
These boosts do not need to be provisioned, and are available without running any special unlock projects.
Each boost will provide you with a 20% bonus on your Fleet Marks, up to a total of 100 Fleet Marks earned.
The price per boost is 15,000 Fleet Credits.

Let me ask you something.. isn't the end goal to earn fleet credits? Why buy this item when I can buy a 25,000 fleet credit bonus pool on the exchange for under 100K and get the 20% more on the value of items that I contribute to projects than just fleet marks?
The ratio of fleet marks to fleet credits is 1:50. If you add 20% to that number, then for every 5 fleet marks, you basically get 50 free fleet credits. So if you contribute 100 fleet marks to a project, it will be like you are contributing 120 fleet marks, which represents 6000 fleet credits instead of just 5000 fleet credits.
Lets take the 25,000 fleet credit bonus pool approach. Making 100K is easy compared to shelling out 15,000 fleet marks (10K after the rebate)...not to mention.. less hassle than buying 2500 - 100 boosts.
If I contribute 100 fleet marks to a project at a 1:50 ratio, I will get 5000 fleet credits. with the 25,000 bonus, that will be 5000*.20 = 1000 additional fleet credits for a total of 6000 fleet credits.
The math is the same, BUT I can use the 25,000 bonus for other things that the 20% fleet mark cannot be used for... So I'll gain 20% more fleet marks when grinding... great, but that will only help me when I use fleet marks in projects to get the fleet credits. There is much more to contribute to projects than just fleet marks and last I saw, you can purchase things with fleet credits.. not fleet marks. Maybe I am not fully understanding the importance of fleet marks, but I think I am.
I really hope you unintentionally added 2 zeros to the end of that number and 15,000 is a mistake, because this item is only worth about 150 fleet credits in my opinion. Spending 100K on the exchange (or about 3 uncommon mk xi engines) is a whole lot cheaper than dishing out 15,000 fleet credits.
Someone tell me if I am missing something. I am donating 15K fleet credits (equivalent of 300 fleet marks with no bonuses). I get 5000 fleet marks back by donating them (whatever that means to projects?) which represents 100 fleet marks. However the math on 300 fleet marks means that at 20%, I will actually be turning in 360 fleet marks. The extra 60 is worth 3000 fleet credits (not 5000), so I'll really only spending 12,000 fleet credits??
I still think the 25,000 bonus pool is better.

I know that this problem definitely exists for the OrganizedPvP chat channel. I have heard it affects others as well.
