General:
Resolved an issue where the cooldown time may not always be displayed for the Regent's console.
Fleet Reports:
Updated "Espionage Report" to correct the odds calculations, so it's now uniform with other success/crit odds.
All Report assignments now require a specific Specialization, instead of having some require this while others accepted any Officer from a specific department.
The following assignments were affected by this change:
Development Report
Engineering Report
Marauding Report
Military Report
Science Report
Duty Officer Personnel Officers should no longer close the window when certain assignments are accepted.
Consumable Peregrine and To'Duj Fighters can now be slotted into device slots on your ship while you are on a ground map.
Consumable Peregrine Fighters can now be equipped on the D'Kora by Federation players.
Consumable To'Duj Fighters can now be equipped on the Jem'Hadar Attack Ship by KDF players.
An appropriate error message will now be displayed if you are near the Energy Credit limit and attempt to withdraw too many Energy Credits from the Fleet Bank.

Wait wait wait, so this patch is for today for Tribble. But there was a patch on Tribble on the 17th? Are both of these going live this week on holodeck, or are all of the changes on the 17th being removed and not being added?
The way its been in the past is - if there are multiple trib patches in a week, Holodeck will get one big patch that incorporates them all.
Was anything done to address the funky ranomization of purchased doffs from the fleet doff vendor? I have bought over 800 so far and not one has been a sensor officer. I understand random means random, but I don't think something is working quite right if ground and space warfare officers randomly drop 60% of the time and security officers drop 1% and sensor officers NEVER drop.
That does not sound random. That sounds rigged to make project inputs impossible to obtain without buying doff packs.

Patches are additive. This build contains all the updates the previous one did.

As I understand it the selection of doffs is random, but because the underlying pool from which doffs are randomly selected is not equally distributed over all types, the types that are overrepresented in the pool, will also be overrepresented in the final drops.
In this case the pool contains little or no sensor/security officers and an abundance of warfare officers; this imbalance will also be reflected in a (sufficiently large) random selection.
The pool was probably compiled manually with the emphasis on new types like the warfare specialists and doffs of the pre-existing types just thrown into the pool to ensure there s enough useless stuff in there.. I suspect the pool used for the fleet vendor uses only a small subset of the doff's available through the pre-existing channels, certainly if it was compiled manually..
Very nice...great work ticking away at some of those DOFF ISSUES.
All the above quoted change does is DECREASE the chance to crit on those 5 reports. I don't see how that is a positive change at all... Why not just make it like the Academy Recruitment missions where you have a slight chance to crit and immense chance at success and not require a DOFF at all, They are already set like them where you can't fail them, and making all of them use DOFFs that REQUIRE Success (thereby negating all Crit traits as Success takes precedence over Crit) you might as well just make them not use DOFFs and have set chances
