4 Fleet Ship modules!!

I knew that some fleet ships would require upto 4 modules, I kind of assumed that would be the top end Tier 5 ones like the Oddy and the lower ones would scale down accordingly.
But as far as I can see ALL fleet ships need 4 modules. Even the Tier 1 ones I have access to
Why in the name of jibbering hell would any one fall for that!
2000 Zen or 32 million EC for a extra console slot or two and a new skin.
Sod that, I'll convert my Dil to Zen and just buy a C-store ship.
Edit: Probably late to the winge fest but I've been away for a few weeks.
