Interior customization

Sorry if this has been hashed over in another thread (couldn't find one) but I'm having trouble with bridge customization. Basically, I have no idea who I talk to to accomplish this can anyone point me in the right direction?

    You can change the appearance of your bridge by talking to the starship appearance NPC.

    This is something people have wanted since 2010. Along with shuttlebays and fleet starbases.

    Looks like I'm headed back to space dock to talk to that rat b**stard. I didn't see the option for it last time.
