Fleet Projects: can we use bound DOffs?

I was told by a fleet member that bound DOffs can be contributed to Fleet Projects, but i've yet to be able to contribute my purple Doctor and Development Lab DOffs to our upgrade project unlocking the tier 1 sci officer (npc doff contact).
The Doctor was bought a while back with DIL from Lt Ferra but had been on active ground duty. I removed him from active duty and bought the Dev Lab DOff from Lt Ferra at the same time, about 1 1/2-2 days ago. Will they eventually become available to contribute; is there a wait period?
I know with the "reassign underperforming duty officers" missions i've seen some bound DOffs could be used and some could not (such as the 2 Jem'Hadar energy weapons/projectile weapons DOffs from the featured episode mission being available to reassign but other bound ones unavailable). Are DOffs gained from Lt Ferra bound differently fro other mission awarded DOffs?
The 2 purple DOffs are all remaining for the upgrade project to procede, but i do not have the 6+ million EC to buy them from the exchange. I'm really hoping i'll be able to use the 2 i have but i at least want to know what to expect from the project system. Specific unbound purple doffs are not easy to come by after all.

Yes, this is the very annoying reality of the situation. FerraDOFFs cannot be used in the starbase (nor can they be used in the other 'reassign officer' missions and I assume the forthcoming 'downgrade' missions).
PLEASE REMOVE THE FERRA PERMABIND!!!!!
500 years in the future and we still look like schmucks when getting our ID photos taken...
