Is Bind To Account retroactive?

The release notes for today's patch says that random drops of uncommon or better will now be bind to account on equip. Does anyone know if this applies retroactively to equipment we already have on our characters, or does it only apply to new drops going forward?

    It only works for future drops, this was discussed when this patch went live on the testserver.

    It might suck but honestly, everything else would be a pretty big technical mess. They need a clean start.

    Generally not. But I wouldn't rule out a future console that will allow you to trade your character bound items.
