quick question, I am leveling up a new fed toon (I currently have 4 Fed & 1 Klink) and I really want to level it up fast.
Which way would you recommend to do this?
Playing the story lines missions as fast as possible?
Doing the dull patrol missions, accumulate a lot of them and then swallow a 1 hour bonus pill and reclaim all of them at the same time?
When Mirror event is up, you can lvl pretty fast, but doing story line missions is working fine, too. You might buy a 8 Hour Skill bonus pool on exchange.
Played time or played days?
If played time is your concern: DOFF assignments and Mirror Events.
If played days, classic episodeplay (each mission grants roughly half a level), use all Mirror Events you can get. Usually you should hit 50 before having the epsiodes which take rather long playtime (in comparison).
Evade any kind of Fleet missions and always have 20 DOFF assignments running.
The mirror can be a great way to level, once you rack up enough levels you can skip missions and then play them all back to back without turning them in and when you have a lot of finished missions to turn in use a skill booster and turn them all in at the same time to earn loads of extra skill points, preferably turn them in with a 1 hour booster just before you run the mirror event again so as not to waste it.;)
Kerrat is also a suprisingly good way to level. Prbes give about 50 xp, spheres 300, and cubes can be over 500. At about lvl 20 or 30, it is a good option, as you can hit a level for half an hour in kerrat.

Make sure you take full advantage of the DOFF system as well when you get to the higher levels as that can cut a lot of time off your leveling process. I think I leveled from 45 to VA in maybe 2 days just logging in and turning in DOFF missions while working on my other characters and just recently took my science captain from 31 to 40 in the span of 3 days just logging in and turning in her DOFF missions and then signing up for another 20. If a Borg Invasion distress signal is up you can jump in those to. Win or lose the XP is great.
What I usually did and before this season came out, I had leveled 5 toons. What I did is get to the minimum level in game to get doffs. I then leveled the rest of the way with doffing and mirror universe. What I also did is had one of my one hour skill bonuses and used it in the mirror universe. I usually went at least 2 levels every time there was a mirror universe.

You can find skill bonuses drop in exloration clusters, so it's always worth scanning some anomalies when that event is up too. (although this want give direct xp)
Do you have a fleet and fleet members that could rush you through the story missions?
When Doffing look for the very high XP missions that involve diplomatic escort and Dominion related activities, usually found in the Beta Ursae sector where DS9 is.
You just need a strong starting cadre of security officers and diplomats, which you will get semi-automatically as you level the characters. Try not to waste time on any mission that gives less than 150 commendation points.
Even without mirror event or fleet grinding, you should be able to gain one level every episode mission + PvE event + a few duty officer missions completing.
You can also gain massive XP during the Borg Invasion sector events, look out for the Red Alert icon while cruising along in sector space. You got to click it fast but its worth it. You can gain many thousands of experience points from just watching a few Borg ships explode (other players do most of the work for you even if you're at low level and the XP gains do not require full mission participation).
