Don't get me wrong, I love the Fleet Marks all the time and the ability to downgrade our DOFFs, just wondering if the Downgrade is going to be like many of the other DOFF things and provide an unusually high number of Civilian DOFFs that are all but worthless in the Starbase projects.

That's probably just it though: the Re-Trait option isn't as easy as you think, considering it's absence from discussions.
That... or it's simply a very non-priority thing, so unless they get spare programming time (about as much change as getting a lockbox ship), it's not likely to be done anytime soon.

My opinion of all that, is that the Cryptic devs themselves, are good people, doing what they can with a business and with the ST IP in an MMO format. Therefore, I am with Cryptic, knowing full well there are good intentions between everything they do, or try to do. I realize it is the workings of their employers (Atari, and now PWE) who are the ones who desire money, and could care less about how they get it.
Therefore, I support Cryptic, but I do not support their employers. Because it is my belief the core root of the current issues is PWE, not Cryptic.
Why do I continue to do so, even now? One, because I hate when something I like and respect is insulted/bashed/flamed/etc in any way. And two, because I do not believe 'following orders' is grounds for blame for something so minor as business decisions over a game.
THAT is why I support Cryptic, even having been here since Open Beta, and all the implications that intails. It is my humble opinion, and I stand by it.

Added "Officer Exchange" assignments to Personnel Officers at Starfleet Academy and Klingon Academy.
These officers will allow you to take assignments that will exchange a single Green, Blue or Purple Duty Officer for 3 of one rarity level lower.
e.g.: 1 Green for 3 Whites
There are some UI issues. When you select the Very Rare or rare Exchange, it closes the window with the personnel officer. This does not happen when you select the uncommon exchange, her window remains open.
As with all Duty Officers, the type received is random.
I purchased about 100 Tactical boxes. I might say that opening them individually was quite cumbersome and I think an "Open All" command might be helpful here. Aside from that, they may be random but there are a preponderance of Ground and Space Warfare Specialists. It is almost as if each "Specialists Species" is being treated as a separate class. Whatever the reason is, they are swamping out the other Tactical and Security DOFFs.
There is also still the UI bug where if you do the same Exchange Mission more than once, the second time and beyond, your slottable DOFFs will not show unless you click on the empty DOFF slot in the lower right of the Assignment. This is a longstanding bug (Since Season 5's launch) that occurs with the "Reassign Underperforming Officers" on the Vulcan, Andorian, Tellarite, Naussican, Orion, Gorn, and Factional Personnel Officers.
P.S. Can someone check on the Cryptic's Tribbles Fleet Starbase and slot some projects? There are some of us who feel it necessary to keep progressing so we can test things at higher tiers.

imho glowy stuff like that isn't needed at all, neither were the icons they added before that.
the flashing console screens (pre F2P) were more than enough.
personally i liked it very much how they did it on Bajor, just writing BANK on the console itself.

I haven't been a player as long as you, just 600 days coming up but I generally agree with everything you say here except that if it wasn't for PWE there would most likely be no STO at all right now.

But right now, we're in a difficult situation... STO is definitely staying afloat, as least more so among the general opinion, but the way PWE is doing so isn't very favorable, and that's putting it mildly.
Btw, I'm glad you generally agree with me. Being a steadfast voice against the flow (the most vocal against Cryptic, for whatever reason) is tough.

Well Said! I read so many of these threads and have also been here since the beginning as a lifetime subscriber. I've seen things for the better and the worse but I'm here to enjoy myself for the hundreds of $$$ I've spent. I can choose to let little details bother me or work within the system and enjoy myself. I think suggestions are great but the flood of complaining and whining over trivial matters since F2P is ridiculous. The game devs and everyone involved want you to enjoy the game. An artist doesn't paint a picture so everyone hates his work. I say everyone offer constructive feedback and when something good comes along like the FM modification... be happy

I too have been around since Open Beta and I agree with what you've been saying . The Cryptic Devs do the best job they can in the situation they are in and I regularly try to convey that to the people I play with.
OT: Not sure about the console interact fx mentioned. As has already been said in this thread, I thought it was at its best when just the object you interacted with (screen/door) flashed briefly. It was simple and subtle, unlike the fx we've had since F2P which are essentially massive neon signs. However I understand the need for it to be eye-catching.
Happy about the Fleet mark reward changes and the addition of DOff downgrading will be welcomed by many.

you still have to be in a fleet, get a tier 2 or above facility which is not easy, spend fleet credits which still require an effort to obtain to acquire a doff that may have a different skill to what is already there.
the officer exchange is free. asylums are a little more complex but still free. the exchange is an easy way to get what you want with EC. considering starbases are causing players to have to dump a huge number of doffs into the system that we never get back, adding another way to claim them is a good move.
None of the above ways will go away or become obsolete, and you naturally have to play the game to earn resources to help make new tiers and earn fleet credits.

Civvies can still be dismissed for Dilithium or ground up in exchange for a higher quality DOFF, so they're not totally useless.

Agreed. If I go on Tribble it's to test new features, not grind up my character's level or pump resources into levelling a starbase that's not really going to be used.

What Captain Revo said. Besides, it didn't say you could buy any doff you want... it said you could buy officers for "specific disciplines", whatever that means.
It could mean specific departments. It could mean certain specializations, but not all. It could mean the species and traits are still as random as ever.
Be interested to hear the specifics, if anybody's managed to grind up a Tribble starbase high enough to find out.

Sad as it is, PvP currently isn't good enough to warrant that inclusion (And by good, I mean developed). In my opinion, at least.
