My Tholian Orb Weaver build for a Vulcan Science Captain
Cmdr
Hazard Emitters 1, Tachyon Beam 2, Scramble Sensors 2, Gravity well 3

Emergency power to Shields 1, Extend Shields 1, Reverse Shield Polarity 2

Eng: Borg, Graviton Generator, Particle Generator, Power Insulator
Tac: Tetryon Pulse generator x 3, or TPG x 2 + Tholian Web Generator situational
Doffs: Conn officer, Deflector officer, Sensors officer, Gravimetric scientist, Astrometrics scientist / Space Warfare Specialist situational
Tactical team and reverse shield polarity can be used as a nice combo. The tholian web generator is mostly for novelty because in my experience the enemies I use it on break out of it immediately. If you do plan to use it I might suggest first using gravity well to clump a group of ships together. Be careful though because the web doesn't discern between friend or foe and the web is very big.
The Orb Weaver has a Lt. Cmdr universal boff station. i placed a sci boff inside but as it's universal you can plug anyone you want inside. Regarding doff stations the astrometrics scientist is used primarily for tour the universe. In stfs one might consider the anti-Borg space warfare doff to be useful.
