How do I actually get onto the Fleet Starbase?

This is pretty stupid but having formed a fleet how do I actually get to the Starbase? The transwarp destination is 'greyed' out so I can't select it and there seems to be no other readily available option.
I used to have an Orion slave girl, then PWE 'perfected' her, now all I have is this lousy signature

    Go to Eta Eridani and go to the "Fleet System". Federation is Southwest of K-7. Klingons is in the Upper Right Corner.


    As for the Transwarp being greyed out, it becomes available as soon as your Fleet builds a Transwarp Gate.

    Thank you. I do wish certain things were better signposted in this game.
