Starbase Questions

How you gain XP in the Starbase tier? I have projects done in Military and Science, got the XP for those.

How do you gain Fleet XP and Fleet Level?

Is there a write up somewhere to explain some of this?

    You get Starbase XP by completing the construction and upgrades of the Comm Array, Shipyard, or Replicator.
