Actually I would have have the game ask us what option we would like. That's currently how the Borg encounters work. At the end, the game gives us a choice between dil or a "level appropriate item."
It would be nice if we could get bonus FM for playing with fleetmates. For ex. if there are two players from same Fleet at mission they get 1,5x standard FM number. For 3 would be 2x, for 4 2,5x and for 5 everyone would get 3x more FM.
Personally I say remove fleet marks all together. They already ask for enough in this game for the starbases, seriously we need more time to do THOSE THINGS, the fleet mark gathering adds way too much strain on players, small and large fleets alike.
How about linking the old content with the new? I suggest:
01 Fleet Mark per Episode Replay
05 Fleet Marks per Fleet Action
10 Fleet Marks per normal STF
20 Fleet Marks per elite STF
All aviable only while the Fleet Hour Event is up and running.

I like this idea. As it is, all fleet space actions are the near equivalent of the no-win scenario, but with the slightest possibility of winning. The sheer number of enemies combined with the new isometric charges and elite-level hull/shield strengths... and the lag that comes with it, is just... not fun. I'd much rather run elite stf's and gamble with invis torps, critical plasma dot, and insta-kill criticals than spend all that time lagging out while a fleet of 20+ Klingon ships warp in and target the starbase... just for 9 fleet marks. Effort does not equal reward in fleet actions. A couple of isometric charges and the starbase goes poof. Oddly enough, I could probably take on an assimilated negh'var in an elite stf and drop its shields in seconds. Same set-up during a fleet action and it takes quite a bit longer. Not fun at all. I understand fleet actions being a kind of end-game or something to do instead of grinding Borg stf's, but the curve is just too extreme. Fleet actions are not enjoyable and really make me regret having looked forward to Season 6. If they weren't necessary for starbase advancement, I'm willing to bet they'd be as empty as a few other pve queues.
I'd like to add something to the above fleet mark idea. Introduce rankings to the fleet actions based on dps and hps. 1st place is x3 fleet marks, 2nd is x2, and 3rd is x1.5... or something similar. Make it worth the effort.
Edit: Yeah, after this last round of fleet actions, I definitely have to support this idea. Fleet actions are more difficult than elite stf's, and that's just not fun. Hit for 23k from a regular photon torpedo? No thanks. The lag in _every_ S6 fleet action is ridiculous. All the ships have a grade differential of 2, so they're all level 52. How is this supposed to be fun for the casual player... Borg stf's are far easier.
