No Exposes Boffs?

Just returning from a long break from STO and am getting back in the swing of things.
One thing that I've noticed in ground missions is that, even though most of my Boffs are armed with expose weapons, I'm not seeing many at all. So there I sit with my exploit weapon ready to do major damage/disintegrate and it's going unused.
Is there a way to have Boffs use their expose weapon abilities when they're available?
