Missing Rank, Comm Badge and Fleet Emblem options

I'm currently leveling a character, just reached Commander and went back to Spacedock to get a new ship. As I've switched to an Escort I needed another Tactical officer so I commissioned one of the BOffs I received whilst leveling. When I went to the tailor to change the uniform, all the options for those listed in the thread title are missing; it's not possible to add a comm badge, fleet emblem or rank insignia to the uniforms. The screenshot below is of the BOff I commissioned;
The comm badge is only on the BOff because the appearance is saved from another character, it's not possible to add one otherwise.
The same problem affects player characters too;
The uniform options are only on my character because I haven't changed the appearance since before the last patch, if I modify the appearance they disappear and I can't get them back.
There are also BOff candidates appearing with non Uniform clothing options, this is one of the BOffs I received. If I commission the BOff then I can keep it in the non uniform appearance but can't modify it as it changes to a basic uniform.
I'm not sure if it's the same issue but it's also not possible to select the window type on the Akira heavy escort refit and the T5 Carrier version; the option's there until I try to use it, then it disappears. I also can't add a fleet emblem to the ships hull, the option's there but it doesn't apply.

Search for tailor. There's a number of threads on it already. I;d give links but that offends people around here.
Faces in the editor appear to be messed up as well.
Didn't take long, took all of 5 minutes. And seeing as I'm more interested in playing the game than dealing with the less than stellar search function I just glanced quickly down the front page to see if there was anything there, closest was the fleet emblem issue a little further down but it didn't cover the other missing options.
