Why would they do that? URs are part of PWE's monetization strategy. I'm not criticizing it, just saying, there is no free lunch. Or rather, if there is a free lunch, don't complain about the gravy.
Resolved the rare Reassignment assignments at the Academies that allow you to turn in five rare duty officers for a random purple duty officer to have a chance to result in a ultra-rare handcrafted duty officer.
I've personally gotten a Kel the Retributor out of the doff grinder, so I can confirm it works.
