Fleet Starbase DoFF's

Not sure if this is an oversight or not, but I'm hugely disapointed.

Currrently when I'm on the Fleet Starbase I goto my department heads to get DoFF missions (like I do in most zones). Today our fleet unlocked the Tactical DoFF which "Provides additional officer assignments for fleet members". I was under the impression that htis was maybe the missions Heretic talked about that earnt fleet marks or fleet credits, or some new missions, instead, it just shows the 'exact' same missions as what my department head shows! So whats the point in unlocking the DoFF's on fleet starbases when our current UI already shows the same missions? (More so as these upgrade missions are not actually that cheap either).

Anyway, thought I'd post it here incase the devs hadn't set it up right (they wern't working during tribble testing for example), and for smaller fleets to know that these projects arn't essential as it currently stands, since using your Department Head UI shows all the missions they have (the XP is nice, but the resource cost is quite high)

The Commendation to Fleet Mark contact should be available to Tier 0 or Tier 1 Starbases without requiring to do a project to obtain it. However, I agree that duty officer assignments on the starbase should apply to tasks on the starbase.
