Make Doff pack Doffs more useful.

I just realised that the Doffs I've gotten from Doff packs can't be used for starbase projects and they can't even be traded in for higher quality/different Doffs at the academy.
With the new focus on the Starbases this has ground my Doff pack purchases to a complete halt, I no longer have reason to purchase them any more, in fact they're actually going to be detrimental as it leaves less room for me to grab up the Doffs I can make use of, so i'll end up deleting the lower tiered Doff pack Doffs never wanting to replenish them via real money purchases.
Cryptic, please give us a season 6 reason to buy the Doff packs. I can understand that they should remain character bound and can't be traded on the exchange, but that shouldn't stop them from being more useful inside and outside of the Doff system like unbound Doffs are.
It seems win/win to me, I get to make better use of my Doff pack Doffs, Cryptic gets to make money from the Doff packs I rebuy after losing those Doffs to starbases and officer trade-ins.

I never mentioned lockboxes, I buy the doff packs from the c-store. Doesn't really make sense tha lock box Doffs are usable but c-store Doff pack Doffs aren't.
