Defence, Accuracy, and us(I seek answers, I don't have them).

...I just started thinking a little on Defence, Accuracy, the skills that improve those, and PvE, and realised how little I know on all this.
In no particular order:
Do AI ships gain extra Accuracy or Defence?
Are the skills that raise Accuracy/Defence and flat + value or a multiplier?
What are they adding to/multiplying?
How much Defence do you get from movement speed? How worth it is it adding a few levels of the +Impulse Speed skill in terms of miss rate?(Not that I wouldn't not take a few points given you can FEEL the difference in gaining/losing a few points of turn...)
