The best layout suggestion i saw was to go with a variant on the carrier layout and go:
Lt Cmdr Tac
Lt Cmd Eng
Cmdr Eng
Lt Sci
With the same 4/4/2 console layout, and same power layout, (inspired idea IMHO).
TBH the suggested layout would have been a tad better if they'd moved the engsin to science.
Cmdr Eng + Lt Eng is okaish albiet a tad too far the other way for me. But the engsin eng really kills it as egsin eng is the most usless engsin slot type IMHO.

Honestly, I'd be peachy with either this layout, or the Excel-R layout. That said, I would have been willing to give the more aggressive tac-centric BO layout a go, its how I run my Ody on my tac. I'm not a stellar player by any means, but for me it works pretty well.
honestly don't see anything wrong with the mirror ships, with what they have done but where is the prime-verse version! Also stoleviathan99 what you said here "Is the mirror universe Emissary why we lost the retrofit?" does not make any sense.
The MU Star Cruiser looks like the Regular Universe Assault Cruiser, e.g. the Sovereign class hull with a Star Cruiser layout.

I totally agree with this post. The boff layout you mentioned is what a lot of us have been asking for. Adding a tactical punch without sacrificing its balance of offensive and defense.
The fleet variant took it too far in tactical...so much that it is the worst tanking cruiser. Without increased speed and turn rate of an escort, this whale is going to pop easily despite its superior tactical abilities. It certainly will not last long in the new fleet actions, especially with the npc ships powers revamped. Right now, with the current sovereign setup, I can tank them all....and dish out pain.
A quick and dirty solution to make the assault cruiser more assault-ish would be to give it an additional tac console slot...hat would help give it some parity and would keep the Excel owners (myself included) happy.
In reality, the Excel and Sovvy should swap their BoFF layouts, but it's too late for that now....

I can't complain about another Tactical console slot, but to me, another Science Slot would be better since you can reinforce those shields to take more punishment as you are dishing it out.
So with the LTC Tactical, Cmdr + LTC Engineering, + LT Sci with a 3rd Sci Slot and a Quantum Turret from the expected Sovereign Refit, would make one nasty Fleet Sovereign. And pretty much the Ideal ship.
Unfortunately, I might not live long enough to get such a wonderful ship.
EPtS3 is overkill (when you're specced properly it will literally waste excess power). The Excel-R is also quite capable of spike healing, I'm not sure what you're smoking:

FAW also doesn't work quite the way you believe it does. Unlike C:RF it does improve the actual firing rate per volley, from four rounds to five. However, higher ranks of FAW do not improve the number of extra rounds, only the base damage increase per round.
A Com. Tac slot in a Sovereign is not something I envy trying to build, sorry. Hell, there aren't any Com. level beam skills, meaning your only real option is AP:O3 (which I won't lie; I'd love to see this in action), or maybe AP:B3 if you want to be a better asset to your team.

Has anyone purchased the mirror star cruiser or should I say mirror ac? :S, Im talking about the one that looks like the sovereign class so I think that is the star cruiser. This is going to take some time to get use to.

2. EPtS3 at least IS useful. Look even with maxed EPS skill, Effeciiancy, Warp Core potentiol, and relevant subsystem skills you ARE NOT overcapping any system unless you delibretlly do it, (assuming base settign of 25, it would total 95). And the extra bonusus's beyond the power boost for the sheild vershion are worth it.
3. Erm, yueah i know that. The point is the damage per shot still goes up as well with increasing teirs. It's not huge but it's there, you can also hit a LOT more targets with it, (despite what the description says i reguarly see it hit far more than 2 targets at all levels), which is handy too.
4. Thisins't about burst healing. this is about sustained healing. Thats what keeps you alive. being able to burst heal like crazy isn't that hot an ability outside PvP. Which most people don;t play. The people askign for a tad more ta ability are the PVE crowd.
Cryptic does not get it.....rear and vice admirals should have all tier 5 ships equipped with 5 universal commander slots........ Picard as a captain was staffing 3 commanders 3 Lt commanders and 1 Lt.
The only reason we should be buying new ships is for their specific abilities and/ or consoles that should universally work with all ships. If you want me to buy put it in c-store for a reasonable price, no gambling I am putting my foot down.....and no I will not pay for feature update, content or in game rewards, we have been assured by dstahl over and over again tnis would not be the case..........is dstahl a undine imposter now?

I think they DO get it from an IP standpoint. Deviations from the IP aren't always the result of ignorance.
There are a certain number of powers they want people to be managing at a time.
They chose to model higher ranks as having more powers. I think there are pros and cons to that decision but in order to trim the number of powers down to the intended number to manage, not every BO can use their powers on every ship.
It's RPG modeling, not a simulation.
I bet there are days when, if they had it to do over, BOs would be limited to having one power a piece in space (with higher grade powers), there'd be more BO slots, and there'd be more limitations on ranking up BOs so that not everyone has three commanders.
I also bet if the DOff system were designed before launch, BOs would go on DOff assignments and ranking BOs up would be based on that... and much harder.
To put it in STO speak, Captain Picard did indeed have three commanders, three lieutenant commanders, and a lieutenant... (an easy complement to duplicate on STO, if you have a gold account or buy a bridge officer slot pack) but he only had one lieutenant tactical console, one lieutenant engineering console, one lieutenant science console, and one commander engineering console. It's not that his officers weren't capable, it's just that the ship wasn't powerful enough to use their full potential.

It's a stock Sovereign or Star Cruiser, with reversed ship visuals.
It unlocks the MU look for your Sovvie or Star Cruiser.
