I have been working with the Kar'fi for PvP, and this is what I have come up with.

While it does work well, it dosen't quite have the DPS/Tanking capability I am looking for(i.e. it dies a bit fast and dosen't seem to be doing a ton of damage). Any advice as to what you think I could do better, like maybe swapping GW3 for TBR3, would be appreciated.

Whilst it's not a PvP setup (I only play PvE) it does tank well vs any elite stf boss with pretty good damage output.
Using my build I'd swap 1 of my torps for a DHC and switch the other to Quantum, then change APB to your preferred pattern option. Then tac stuff to have 2x cannon rapid and 1x torp HY.
2 Piece KHG set helps alot with tanking. High cap shields, bonus to Aux (good for hull heals), crew resistance buff and torp damage boost too.
I can't be bothered going into too much detail atm, but your BOFF layout has too many double ups = wasted time waiting. Many powers complement each other and don't cause cool downs on each other. See mine to see what I mean.
Also your captain skills for tanking have much to be desired. Driver coil is a waste unless you doff alot, reduce torp specialisation and dampeners to just 3 each and spend what you have just saved into hull plating (6/9 at least) and armor reinforcements (3/9 at least). That'll help a lot when your shields go down. Karfi is a bit squishy otherwise.
Anyway, might give you some ideas.
