Looking for Fleet Ships Customer Service Desk

I have looked all over the web and have found very little information in regards to fleet ships and Zen store ships and yes I have been to STO wiki. The information at the shipyard tells me about the fleet ships but not what is needed to create the specific ship. The fleet tab tells me about the shipyard tier but not what it can do as far as functionality. I am unable to assess if buying a Zen store ship is cheaper then making a fleet ship since there is very little information to work with. Can anybody point me in the right direction?

    Nobody knows. It's only been out for a less than a week. I'm certain we will get more news when people start getting better starbases.
