I noticed tonight that on my excelsior refit i have 58,746 hull, I noticed at least one other Excelsior refit with the same amount of hull. We both had Structrual integrity maxed, out, and I was running the full borg set.
This is the first time I have ever seen a ship with so much hull. I actually spent some time in Sol System looking for an Odessy that had more hull to no avail. The highest Oddy hull I saw wsa 57.9k with most sitting at 57.5k hull.
So I have to ask the community, did the excell get a stealth buff to Hull?
Yep, it got buff to its base health. It has more hps than Galaxy....

Funny thing is... Your example of "the difference between Enterprise TOS and Enterprise A", matches perfectly for what you define as a RETROfit. The TOS Enterprise and the TMP Enterprise (1st, 2nd and 3rd movies) was in fact the SAME ship. The TOS Enterprise underwent a 2-year refit process, which essentially made it look and feel like a new ship, but it was still the original.
In reality, a REfit and a RETROfit is the same thing. Just so happens that Cryptic decided to use 2 separate terms, to make it seem different.

You are on the right track. The Enterprise Refit was really a Retrofit. But Retrofit does not mean the same as Refit.
When you refit a ship you replace the worn out hardware with new items of the same type, IE you replace an engine with a new copy of the same engine. While a retrofit means to take an old ship and replace that engine with a totally new make of engine. Normally you don't say a ship is a retrofit, rather you say something was retrofitted to the ship; eg: "the USS Decatur DD-936 was retrofitted with the Terrier missile and became DDG-31". A ship that has undergone the retrofit of say a weapon is said to have been converted (if it changes what type of role the ship plays), "the USS Decatur was converted from Destroyer to Guided Missile Destroyer".
In the rebuilding of the Enterprise for ST:TMP she was retrofitted with new engines and weapons and converted in to a new class of cruiser. While every time she stopped at a Starbase for repairs was a refit.

Yes, this is a prime example of design inconsistency.
The Excelsior now has one of, if not the, highest hull values available Fed side and yet manages to maintain one of the best Turn rates of all available Fed cruisers.
So while the rest of the Fed line up is mostly saddled with absolutely terrible to moderately terrible turn rates - the Excelsior gets to have its cake and eat it too.
Maybe one day the devs will either realize the disparity between base turn rate and final calculated turn rates and adjust accordingly.
Or maybe they won't, and they will just continue to break design rules as the whim strikes.
Here's an interesting thought for you: if ships that can't have a fleet version are going to get a free upgrade, does that mean the Gal-X is next?

Probably, but fun to stir the pot. Other such non-fleet ships include the Guramba and Karfi as well (lets see if we can squeeze a little more hope out of KDFers ).
I actually switched back to my Excel from my Odyssey after I saw this post to try it out. Stacking shields and Hull with no resists, plus in combat buff effects, during a Fed starbase Red alert today I hit 79,707 on the Hull.
She's a sweet ship, glad they gave her some love.

So the Excelsior Refit has more hull - I still fly an Odyssey. Why?
Because I don't play my ships based on every possible calculation of how I can maximize absolutely everything. If you like the way a ship looks and handles, play it. If a ship has the number and type of consoles that allow you to use your favorite abilities, play it.
The Excelsior Refit is not overpowered, if it was then in PvP it would be the last ship standing, when in fact it isn't.
If you enjoy spending every moment of time calculating every last bit of bonus you can from your ship, great more power to you.
But if you enjoy playing the game for other reasons, that's great too.
Personally I'll keep my Sci Odyssey.
Also keep in mind that DPS numbers are only accurate while you're in the fight. Too many people load up with incredible DPS, but forget that they then need to spend 1/2 the fight out of weapon range repairing, thus cutting their effective DPS in half. Thus a ship with a lower DPS, but greater survivability is frequently the better choice in the long run.
