I'd lay good money on the Fleet Assault Cruiser being two things:
1. A test run for reception to a more aggressive FED cruiser BOff and console layout, akin to the Vor'cha; particularly in gauging both KDF and FED reaction to it.
2. A preview of what we'll see when the the ZEN Store Assault Cruiser comes out, as that'll probably have a console and not an innate power, allowing them to release a Fleet version of it ala the Armitage.
With its radical departure in BOff layout, I'm willing to bet that it'll probably only have a few aesthetic cues tying it the the current Sovereign/Assault Cruiser, ala the Armitage to the Akira.

Hopefully this. The dramatic restructuring of the Vor'cha's BOFF layout turns it into almost a new class of ship and makes the idea of a pricey Fleet Version much more interesting than just some boosted numbers. Would rock if more ships got that sort of treatment.
