Can non-Fleet members use a Fleet's starbase vendor?

Please verify, and I ask you not to speculate.

A player asked me yesterday if I were to invite him to my fleet starbase, can he access the vendors I will have there?

Specifically, his fleet is advancing in Military to get fleet starbase ships, and so his fleet will not advance in Science, by choice or just to focus on Military first.

My fleet will be advancing in Science, so at Tier I, I will have vendors who will have advanced personal shields.

Can my friend visit my starbase and buy those advanced personal shields from my vendor without joining my fleet?

Also, can I be invited to his fleet's starbase and buy a fleet starbase ship, without joining his fleet?

Same with Engineering ... can I find a fleet and then be invited to their fleet starbase and buy advanced personal weapons and armor from their vendors without joining their fleet?

If so, this will greatly encourage fleets to make alliances, allowing fleets to advance faster in one field without feeling the need to allocate resources at the same time in another field.

However, this would discourage fleet recruitment, since non-fleet members would have no incentive to join such advanced fleets. It may also encourage bribery with ingame or RL currency, if a fleet member extorts a non-fleet member for access to the fleet's starbase and its vendors.

Can anyone with their fleet's starbase at Tier I or II in any field verify this with a non-fleet member?

No they will not be able to. In order to make purchases from a fleet vendor you

A) have to be a member of the fleet.

have to be promoted in the fleet high enough to be allowed to make purchases.

As for B its the Fleet leaders decision as to what ranks are allowed to make purchases or to even contribute to the progression of the SB.

The default for all of these is only the leader can do anything with the SB's. He or She has to set the other Fleet ranks to on. The really bad side of this is, if your in a fleet and the leader doesnt want anyone but him/her self to be able to buy anything. They can turn on the contribute feature allowing you to build the base and build up FC, and you will NOT know that you cant buy anything until the stores are active, and you try to buy something. You can also check your fleet setting to see whether this is turned on or not.

Also The items in the store are limited quantity. So would you want to get 8 items in your fleet store, and sombody not in your fleet comes on board and buys everything, leaving you with nothing?

This information comes from with the Starbase Fleet UI. I am one of the Leaders for my fleet and have access to the info.
