So we can't put bound Doffs into Starbases

I just discovered this one.
I have several appropriete green Doffs I'd happily be rid of but I can't dump them.
Wonderful. . . . I can't see how being allowed to ditch them would in anyway unbalance things.
Hell if we could dump ones from Lt Ferra it would be yet another Dil sink.
PWE LOVES Dil sinks!
So getting the Doffs we need is going to be absolute hell.
Ironically Purple Doffs will be the easiest.
