Additional special fleet project slot

Does anyone know how the extra "upgrade" slot is obtained? I may have missed it, but i looked through the upgrades granted as you hit different teirs and didnt see this one listed.

Or is this a future Zen item?

    I think the slot your referring too, the one above the Special Project slot, that is for Starbase upgrade projects only.
    I personally would love to see an additional slot or at the very least the option to remove a slotted assignment.
