fleet ship q!

i know ppl are upset with the top tier fleet ships, but what about the lower ones? which ships are for 220k fleet marks and dont require 1-4 modules. night be low tier but for a player in a large fleet who is pure f2p is there a new version of any ships for me? are we receiving two lvls of ships w s6? or are they all requiring $5-20 to get?
