PVE inventory blocks ground FPS mode

The default B key presents gunsights giving mouse control of aiming, unless you have the inventory open in which case there are no sights and no control. You have to close the inventory to fight. Why does having the inventory open mean that you cannot use FPS battle mode in ground combat ?
