SB Upgrades and Tholian Space Missions

I noticed that my fleet has made the amount needed for the first tier of the SB... but nothing is happening... is someone supposed to trigger the build? Is there a timer on it in some way?

Secondly, is there any access to Space based Tholian missions? Can't find anything about them so far...
