Where to find the DOff Exchange 1 for 3 lower tiered officers?

From the July 5 patch notes, it said Duty Officer transfer assignments were added that will exchange one Green, Blue or Purple doff for 3 of a tier lower.

Is this a personal, random pop-up assignment, or is there a contact from which you can get this assignment? I had assumed it would be the Personnel Officer at SFA, but don't see anything like it. Nothing in my Ops Head or Personal tabs, either. And there are no DOff missions in sector starbase map.

    Yup, just asked this a few hours ago. It's only on redshirt I believe, not tribble.

    Thanks for the quick reply - really appreciate it. Disappointed on the answer, tho. Really hard to do starbase contributions. I haven't had white doffs in forever. :(

    (They should probably update the Tribble release notes so it's not mentioned.)

    Kind of confusing have two different testing environments, isn't it?
