I think their appearance chance was reduced, not sure why...
But to be sure you have the best chance of finding one, not only check your sector assignments, check your Operations Officer assignments (they have colonial assignments, so it could also appear there). This is in addition to the usual check-every-4-hours.

I see them every so often, and I always am sure to check with my Ops dept head when I'm looking for it.
I wish there was a way to see the cooldowns on doff missions, so I know when I can try to find one I want to repeat.
(If there is, and I missed it, lemme know! )

But those department head assignments only cycle once every 20 hours, correct? So basically it's only worth checking once per day instead of every time you visit a cluster....unless you know when the timer resets.

that is true, the entire list of missions changes every 20 hours... but sometimes there are exceptions to that, from my experience.
for example, I was checking out the last Klingon colony site on my Fed, searching for the Support Colonization missions to get the last unique doff. I go in, and it isn't there, in sector assignment or Ops. I check again after 4 hours, and it wasn't in sector space... but it WAS in my Ops.
And that's just it though: my shipboard assignments hadn't reset. Every single mission I saw 4 hours ago was still there. Except for the newly-added Support Colonization mission
Plus, for your shipboard missions, they do change a little with each travel to a different sector block, reset or no. Nothing major, but there are different missions
