The only limit on the number of respecs you can do is the number of tokens you have. As you mentioned, you can sometimes get free respec tokens, but anyone can buy as many as they want from the C-Store. They are listed under Services, and cost 500 Zen ($5) each. Since you can convert Dilithium to Zen in the Dilithium Exchange, you can always earn enough Dilithium, convert it to Zen, and get one for "free." The price of Dilithium fluxuates, but on average, you are probably looking at something in neighborhood of 125,000 to 140,000 Dilithium on average to get 500 Zen given the prices over the last few months.

The skill planner is a good tool and should be current. However, the second link on Skills should be taken with a grain of salt. Much of the general ideas may still be pertinent, but the article is based on the old skill tree. For instance, there are skill boxes for the various types of projectile weapons that do not exist in the current skill tree.
It may give some general knowledge that is still useful, but the information is obsolecent at best.
