Just did the "No win Scenario", and I must say that I LOVE the voiceover on the info. The voice is great and the quality also! This is the thing I like most with new content. For me, I would love a all-over voiceaddition in a future season. There is A LOT of text in STO and a voice over would really be great. Also more Voiceovers on our ships is welcome. unless they get good Voice Actors that want to work rather cheaply, i doubt you'll see enough variation in voices to make "all over" Voice-Over believable.

This. Voice overs aren't cheap (and its actually illegal for fans to offer their own voices for free.) EverQuest 2 tried to be the first mmo where every last npc was voiced. They had the money and over three dozen actors were credited in the game manual... but as the game went on, new npcs were added, while others were removed, and by the time the first expansion came out, only a select handful of npcs were voiced, and it just declined from there. Star Trek Online doesn't have a fraction of the staff or revenue that Sony Online Entertainment had when EQ2 launched back in 2004.
In short, count your blessings that the game even has what it has.

Given that listening to that ginger bint on DS9 is, for Scottish people, like having boiling oil poured down your ear canal directly into your brain, I am happy with voiceovers remaining a rare event :P

Aye, but that game had all its scripts, dialogues, and npc interactions completely written over the course of the last few years. The real question is, if they add new content, eill they be able to keep it up? EQ2 actually was this: a voiceover for every last npc in the game that could talk. Even simple skeletons walking around a graveyard. But then change happened...

DCUO really outdid themselves on voiceovers.
They did have to change a few, retroactively, upon getting a new actor (Barry Allen, comes to mind). Heck, I think they even got some kind of record for most voice actors in a video game. (something like that)
The have managed to get some of the greats from DC franchises like Kevin Conroy and Mark Hamill. They also continue to voice their characters for new content releases.
Whether they continue to, who knows.
If they get Rosenbaum for Wally, then I'll be impressed
SWTOR did ok. Much more believable actors than STO, so far. (haven't been on tribble)
